Combined assessment of energy systems and urban planning to evaluate the long-term impact of urban development

Abstract : Urban designers and planners are presently most often unable to evaluate the long-term impacts of their choices. However, cities are gathering an increasing share of the global population, making them a major source of energy consumption. Thus, it is relevant to devise a new method for French urban planners (called “urbanistes”) to test their scenarios and compare their environmental and energetic impacts. Our innovative approach involves close collaboration with urbanistes to define the objectives, methodology and possible applications. We here propose a new three-step approach for city modeling. First, we describe land-use allocation and potential building choices, and study the long-term evolution according to different demographic scenarios. We do this through a model that uses linear programming to choose technologies to satisfy demand levels at the lowest cost over the years. The results allocate available ground between built surfaces, green spaces, roads, etc. Afterwards, we use existing documents and projects as constraints to check the validity of the solution suggested. For example, legal land-use planning documents describe different areas for urbanization or activities. We also present the results to urbanistes so that they can use the distribution to enhance theirs plans and to discuss the outputs to improve the model. Once valid proposals for the scenarios are obtained, we use them as inputs for a more classic model representing the residential and transportation energy systems, driven by detailed demand levels. This methodology has proved to be relevant for the territory of Bordeaux metropolis, in southwest France. We are therefore now studying the results of different possibilities for demographic trends, energy, and urban crawling scenarios in the long term. Achieving this three-step process helps urbanistes identify the key points to improve and the priority areas to develop to ensure a city’s sustainable growth.
