The territorialised challenges of work: Organising service relations in social housing organisations

Abstract : The paper is based on a qualitative survey conducted in France’s so-called HLM sector, i.e. the social housing sphere. This is an activity that is genuinely territorialised: for an agency manager, managing a housing stock entirely situated in difficult neighbourhoods or a collection of dwellings spread over a wide rural area implies, in practical terms, a set of very different activities and demands. For an apartment block caretaker, the territory can almost make the difference between a building where the tenants cause absolutely no problems and one, immediately next door, where the residents regularly leave dirt in the communal areas, fail to pay their rent, are noisy, damage the fittings. To work is to experience these differences and, in the long term, to develop strategies in order to achieve a comparable level of performance despite everything. A whole invisible process of activity may go on in certain territories, known and experienced only by those who face the challenges of that territory on a daily basis. However, in their organisation, the social landlords do not define territories in terms of the experience of the problems encountered there, but in terms of more abstract principles: generally, these entities define “sectors” which they approach as if they represented a comparable volume of work (same number of dwellings, same number of inhabitants…). The topic of the paper is the gap between the way the territories are described by the staff and the description given by the organisation.
