Quand les politiques publiques suscitent de la réactivation citoyenne de locaux vacants : le cas du Livradois-Forez

Abstract : This communication aims to analyse a process of reactivation of vacant buildings by resident’s collectives in Livradois-Forez in connection with a public policy of town centre revitalisation. Indeed, a new approach has been developed since 2012 in this rural territory characterised by a secular territorial decline. By focusing attention on the stake of the vacancy and favouring a participative and experimental approach, the study attracts outside stakeholders and transforms the relationship with the vacancy of some of the elected offi-cials and residents of the territory bears. In order to better analyse this process, we will study three cases: the transformation of an office bank into a co-living (the Cunlhat savings bank), the creation of shared acti-vity building in a town house (the Lococotiers of Ambert) and the re-creation of a shop in Sauxillanges (the Alternateur). Of a diverse nature, these three projects come from contrasting relationships with local elected officials and public policies.
