Des villes condamnées à la décroissance ? Mise à l'agenda de la décroissance urbaine et stratégies locales dans cinq villes de Champagne-Ardenne

Abstract : The communication discusses the relationships between regional and urban shrinkage in the former Champagne-Ardenne region. While this territory, belonging now to the French Grand Est Region, is the last to lose inhabitants since 1990 and its decline is announced in the national demographic forecasts, how are the processes of policy agenda setting adapted to urban shrinkage. The communication is based on a pheno-menon analysis of shrinkage through quantitative explorations allowing to describe the demographic and economic evolutions of the region. It is then based on qualitative investigation of five small and medium-sized agglomerations in this region, making it possible to document both the process of agenda-setting and the nature of undertaken actions. We will show, in this perspective, the role of a process of long-term demogra-phic decline in putting on the agenda problems linked to shrinkage and its recognition as a systemic process while stressing that the pursued policies, supported by the French state, remain anchored on a paradigm of attractiveness and growth.
